86.    COUNTY COUNCILLOR’S REPORT
         More of us are taking staycations with lots to see and do in Lincolnshire.

         LCC is looking for residents to join a new 'County Views' residents' panel to help shape services and develop ideas.  Go to www.lincolnshire.gov.uk/haveyoursay for more information.

         Over the past four years the council has invested around £28m in improving and expanding services for the residents of East Lindsey.  £7m towards improving schools, an £8m investment in new fire engines and state
         of the art fire and rescue equipment, a £2.7m expansion to Skegness Industrial Estate, £5.7m for the Go Skegness project and £3.6m on Roman Bank in Skegness thanks to funding from the Dept of Transport.

         The Lincolnshire Here4You line is a joint advice and self-referral line between CAMHS and Healthy Minds Lincolnshire.  If you are concerned about the emotional wellbeing or mental health of a child or young person
         and need advice or guidance contact them on 01522 309120 Mon-Fri (9.30-16.30).

         The Department for Environment, Food & Rural Affairs (DEFRA) has launched a campaign to encourage everyone to respect, protect and enjoy the outdoors.  It aims to encourage people to responsibly dispose of PPE
         (face coverings and gloves), take their litter home and follow the Countryside Code.

         Lincolnshire Police & Crime Commissioner, Marc Jones, would like to hear from people aged 25 or younger as he is setting up the county's first ever youth commission so they can have their say in policing matters.  To

         73 schools in Lincolnshire are impacted by COVID-19.

         Sadly, it was reported that Decoy Wood is being vandalised and therefore the Police are monitoring the area.

87.    P3 FOOTPATHS
         Mill Lane/Eaudykes (P322 Northern) – The grass needs cutting.
         Eaudykes/Lenton’s Lane (P322 Southern) – The path is overgrown with nettles, thistles and long grass.
         Sea Lane/A52 (P335) – The silver birch tree has been removed and the grass cut.
         Sickling Lane/3 Way Post (P336) – The grass needs cutting.
         Chapel Lane/Eaudykes (P337) – No problems.
         Field Lane/School (P338) – Usual subsidence problems but repairs are waiting to be scheduled.
         Beacon/Church (P339) – No problems.

88.    PCSO
         No report received.

89.    DISTRICT COUNCILLOR’S REPORT
         ELDC have been working with The Carbon Trust to understand its carbon footprint and are working towards an ambitious target of net zero emissions by 2040.

         ELDC are encouraging residents to shop local, stay safe and be kind.  This is an initiative to encourage residents to rediscover their local market towns.

         The alliance with Boston Borough Council is on track to make the savings that were outlined prior to the councils forming the alliance.

         ELDC are supporting businesses during this time to ensure that they are compliant with new legislation and guidelines to help prevent the spread of COVID-19.

         People celebrating Bonfire Night this year and planning on letting off fireworks, are being asked to notify their neighbours to minimise the impact on animals, livestock and vulnerable people within their community.

         The council tax support scheme within East Lindsey is being consulted on for the year 2021/22.  The survey takes 10 minutes to complete and can be done by visiting www.elindsey.gov.uk/consultation

90.    CHAIRPERSON’S REMARKS
         Fly tipping is an issue across the village and reports received about Fodderdyke Bank, Cranberry Lane/Burgh Road crossroads and the entrance to Decoy Wood.  Action – Clerk to report online.

         Waterloo Housing have again been contacted about the issue with rubbish at some of their properties.

91.    THE MINUTES OF THE PARISH COUNCIL MEETING
         The minutes from the September Parish Council meeting were presented for approval.  Cllr Reeves and Cllr Holt proposed and seconded the minutes respectively.

92.    ACTION LOG
         The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

         The new website is being developed by the Clerk and it has been added to the list to be made live as soon as LCC have enough websites ready.

93.    PLANNING (Appendix 2)
         Farm Cottage, Chapel Lane – Application received for 2no detached houses and vehicular access.
         The Smithy, Sea Lane – Pending decision.
         Methodist Chapel – This matter is with Planning Enforcement.
         Hoyles Mill – This matter is with Planning Enforcement.

94.    FINANCE (Appendix 3)
         All September payments were approved for payment, proposed by Cllr Twigg and seconded by Cllr Patrick.

95.    VILLAGE HALL
         The Village Hall is open for limited use and with strict rules in place which follow Government guidelines.

96.    PLAY AREA
         A site visit with Wicksteed to consider installation of a 3.3m Rota Web Climber is due at 1pm on 15th October.  Cllr Hill and Cllr Twigg have agreed to meet the Clerk on site.

         The sub-committee met on site to review the annual inspection report and a list of basic maintenance jobs are to be discussed with a local contractor.  The play equipment is also in need of painting and prices are being
         sought for materials.

         Replacement parts for the yellow rocker are to be discussed with Wicksteed on 15th October.

97.    CORRESPONDENCE
         Nottingham Building Society are closing the savings account.  After a brief discussion it was agreed that funds be transferred to the Lloyds Bank having been proposed by Cllr Patrick and seconded by Cllr Holt.

98.    HIGHWAYS ISSUES, REPAIRS & DEFECTS
         Wrights Lane potholes are a problem again having only received temporary repairs before.  Action – Clerk to report online.

         Church Road potholes are a constant problem.  Action – Clerk to report again.

99.    CLERK’S ANNUAL REVIEW
         This will be dealt with by Cllr Hill remotely and feedback to be provided at a later date.

100.  URGENT MATTERS
         None received.

101.  DATE AND TIME OF NEXT MEETING
         The next Parish Council meeting will be on Wednesday 18th November 2020.  There being no other business the Parish Council meeting closed at 8:05pm.
