Committee Structure & Policy

Friskney Parish Council (the Council) has set up the following committees that have powers to determine most matters within their remit, subject to any policies and budget set by the Council and their delegated authorities set out in the Terms of Reference.

Councillors who have not agreed to be on a committee may still attend committee meetings should they wish to do so.

TERMS OF REFERENCE

Finance Committee
To deal with all financial matters of the Council including the agreement and final approval of the overall budget (for consideration/approval by full Council).  Three meetings to be held each year as per the schedule of meeting dates.

Delegated authorities:-

  • To receive reports on the position of the Council’s accounts at least once per quarter;
  • to administer on behalf of the Council the approved annual budget.

Planning Committee
To deal with all matters relating to planning applications, Local and Area Plans.

Delegated authorities:-

  • To comment on all planning applications including those related to listed buildings;
  • to respond on behalf of the Council to planning appeals and enforcement notices;
  • to provide necessary information to the Clerk to formalise the Council’s online response.

Allotments Committee
To deal with all matters relating to the Allotments and their related agreements.

Delegated authoritities:-

  • To oversee the maintenance and management of the Allotments;
  • to ensure all agreements are accurate and up to date;
  • to review and agree the rental fees on an annual basis;
  • to review and agree applications for vacant plots as and when they arise.

Consecrated Grounds Committee
To deal with all matters relating to the management and administration of Friskney All Saints Churchyard, Friskney Cemetery and any extensions thereof.

Delegated authorities:-

  • To be responsible for the maintenance of Friskney Cemetery;
  • to be responsible for the maintenance of Friskney All Saints Churchyard;
  • to be responsible for the land purchase of the Friskney Cemetery extension;
  • to assist the Clerk in their liaison with undertakers, stonemasons and the public.

Play Area & Ponds Committee
To deal with all matters relating to the Play Area and Ponds, including areas that are not currently open to the public.

Delegated authorities:-

  • To oversee the maintenance and management of the Play Area;
  • to ensure annual inspections are carried out by RoSPA;
  • to advise on all matters impacting on the use of these areas;
  • to mitigate any risk to the public, employees and members whilst using these areas.
