Parish Council Meeting Minutes

MINUTES OF THE FRISKNEY PARISH COUNCIL MEETING
HELD AT FRISKNEY VILLAGE HALL
ON WEDNESDAY 19th MAY 2021 AT 7.00PM
 

1. PRESENT

2. APOLOGIES
Cllr S Holt, Cllr D Reeves, Dist Cllr C Dickinson & PCSO Richardson.

3. PUBLIC FORUM
None present.

4. DECLARATIONS OF INTEREST
None received.

5. P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Wet underfoot due to the heavy rain but no real problems.
Eaudykes/Lenton’s Lane (P322 Southern) – Not very well signposted but as it is a straight path it isn’t a major problem but you do have to use the headland in places.
Sea Lane/A52 (P335) – No problems but the fields have been worked in places.
Sickling Lane/3 Way Post (P336) – No problems.
Chapel Lane/Eaudykes (P337) – The grass and hedge needs cutting.
Field Lane/School (P338) – Vegetation needs cutting back at both ends of the path.  The new surface is causing problems and Cnty Cllr Bowkett has arranged for the surface to be rolled and sealed.
Beacon/Church (P339) – Access to the path from the church is overgrown but no problems otherwise.

6. CHAIRPERSON’S REMARKS
CCTV installation is progressing with users and cameras registered as appropriate.

Thanks were given to all who took part in the grounds clean up at the Play Area recently.

7. THE MINUTES OF THE PARISH COUNCIL MEETING
The minutes from the April Parish Council Meeting were presented for approval.  Cllr Twigg and Cllr Simpson proposed and seconded the minutes respectively.

8. ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

9. PLANNING (Appendix 2)
Good Intent Stores, Church Road – New application received for replacement detached garage.
Walnut Farm, Cranberry Lane – Application pending.
Fern House, Field Lane – Permission granted.
2 Thistle Cottages, Eaudyke Road – Permission granted.
Methodist Chapel – This matter is with Planning Enforcement.
Hoyles Mill – This matter is with Planning Enforcement.
Ash Tree Farm – This matter is with Planning Enforcement.

10. FINANCE (Appendix 3)
All May payments were approved for payment, proposed by Cllr Brennan and seconded by Cllr Wood.

11. VILLAGE HALL
The Village Hall Committee will meet on 28th May.

12. PLAY AREA
The back has been replaced on the yellow rocker with one more part required.

Bins have again been vandalised, such activity will be picked up by the new CCTV when installation is complete.

13. CORRESPONDENCE
None received.

14. HIGHWAYS ISSUES, REPAIRS & DEFECTS
Wrights Lane and Church Road were again raised as in very poor condition and conifers at Severs Farm are overhanging the road on Yawling Gate causing issues for high sided vehicles.  Action – Clerk to report online.

15. P3 CO-ORDINATOR VACANCY
One application was received and it was agreed that the applicant should meet with Cllr Hill, Cllr Smith and Cllr Patrick to discuss the role in more detail and determine suitability.  Action – Clerk to set up meeting.

16. URGENT MATTERS
The notice board at the Good Intent Stores is causing issues in heavy rain and needs urgent repair.  Cllr Twigg to see what can be done and will advise if a replacement is required.

The Clerk advised that a replacement printer is required and Cllr Hill advised that the printer was nearly 10 years old.  It was agreed that the Clerk should research some options.  Action – Clerk to obtain specification and price for a new printer to be discussed at the June meeting.

17. DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 16th June 2021.  There being no other business the Parish Council meeting closed at 7:26pm.
