MINUTES OF THE FRISKNEY PARISH COUNCIL ANNUAL PARISH MEETING
HELD AT FRISKNEY VILLAGE HALL
ON WEDNESDAY 19TH MAY 2021 AT 7.30PM

117. PARISH, DISTRICT & COUNTY COUNCILLORS
With no members of the public present, no introductions were made.
118. CHAIRPERSON’S REPORT
Cllr Hill welcomed everyone to the meeting and was grateful to be able to meet in person after a strange year.
Thanks were given to all Parish Councillors, the District and County Councillors for their support along with congratulations to Cnty Cllr Bowkett on her re-election. Special thanks were also given to the Cemetery and Churchyard Caretakers and Litter Warden who all do a fantastic job. A special thank you went to Raye Bray who recently resigned from her post as Footpath Co-Ordinator.
Repairs and defects to the village roads are constantly being reported and people are reminded about the FixMyStreet app which is very effective.
Vandalism in the Play Area and fly tipping in the Village Hall car park are continuing to be a problem, especially with bottles being left when the recycling bins are full. CCTV is being installed to cover all areas of the playing field and car park to help monitor this.
Help was given to All Saints Church towards the cost of CCTV after lead thefts, other groups are reminded that grants are available in April and September each year should they wish to apply.
Lastly, thanks were given to the Clerk for continuing to keep things in order.
119. FINANCIAL REPORT – FRISKNEY PARISH COUNCIL
The Clerk distributed the report but with no members of the public present, no further details were discussed.
120. FINANCIAL REPORT – FRISKNEY UNITED CHARITIES
A report was not available as the accounts are still with the Accountant. However, copies can be requested via the Treasurer at a later date if required and a copy will also be posted on the Village Hall noticeboard.
121. DISTRICT COUNCILLOR’S REPORT
Dist Cllr Dickinson was not in attendance but a written report was issued with the following key points.
During a difficult year, ELDC tried to ensure essential services were maintained whilst staff were assisting in other areas such as Wellbeing Services and the Grants Department. The only service affected in Friskney was the waste service due to staff shortages and this only impacted one week’s collection.
The alliance with Boston BC is still on target to achieve over £1m savings a year (over a ten-year period). £48m funding was secured for Skegness and Mablethorpe areas along with £2.2m in green home grant funding.
A local information leaflet was created and distributed to all residents with help from the Good Intent Stores, Caroline Coram and Treena Harris. A food bank was also set up to with support from the Askefield Project.
The Askefield Toolshed Project was awarded a £1,000 Community Grant and applications for 2021/22 open in June should local groups wish to apply.
COUNTY COUNCILLOR’S REPORT
Cllr Bowkett echoed earlier reports of a difficult year with everybody pulling together. Going forward the economy is vital and with the new Police Training College in Skegness training 18 new Police Officers and a new large College planned for Skegness, these bring new opportunities for both young and old to learn.
Boston, Skegness and Mablethorpe have been awarded almost £70m to regenerate their high streets and encourage new shops and businesses to open in the area.
Roads continue to be a major issue and the Government continues to be asked for more funding. This year LLC agreed to use £12.5m on rural roads with much more needed. Fodderdyke Bank is due to have the next section done to Dickon Hill Road later this year with £1.75m left to finish the project. Please continue to use FixMyStreet to report issues.
122 PCSO’S REPORT
PCSO Richardson was not in attendance but a written report was issued with the following key points.
Speed checks continue along Church Road and Eaudyke Road.
Regular patrols are being made to the Play Area.
Scams are still a concern, especially those related to parcel delivery services.
