HELD AT FRISKNEY VILLAGE HALL

APM24002 - APOLOGIES

APM24003 – GUEST SPEAKER INTRODUCTIONS
Cllr Hill made the appropriate introductions to the Parish, District & County Councillors.

APM24004 - FRISKNEY PARISH COUNCIL CHAIR’S REPORT
Thanks were given to the Parish Councillors for their support, unfortunately Bill Simpson recently resigned so a vacancy exists.  Thanks were also given to the Clerk, Dist Cllr Dickinson, Cnty Cllr Bowkett, Matthew Weedon the P3 Co-Ordinator and Malc Sands the Churchyard Caretaker.  Steve Holland resigned as Cemetery Caretaker and Ian Burton is his replacement.  Thanks were also given to the Litter Picker, Will Lenton.

The play area fencing has been replaced but it is still to be painted.  More tarmac repairs have been done with more due, plus in the car park.  Dogs are still being taken into this area despite a PSPO order excluding dogs.

Drainage clearing has been done on the Fen Bank allotments, replacement panels have been installed in the defibrillator housing and of course we continue to report Highways issues via FixMyStreet which works very well.

Cllr Smith was confirmed as the new Parish Council Chair with Cllr Hill appointed as Vice Chair.

APM24005 - PREVIOUS MINUTES
The minutes from the last two Annual Parish Meetings were presented for approval.  These were resolved to be a true and accurate record with the 2022 minutes having been proposed by Cnty Cllr Bowkett and seconded by Cllr Twigg and the 2023 minutes proposed by Dist Cllr Dickinson and seconded by Cllr Wickham.

APM24006 - FINANCIAL REPORT – FRISKNEY PARISH COUNCIL
The Clerk distributed the report and highlighted the main points to the attendees.  There were no questions but an error on the total number was noted.

APM24007 - FINANCIAL REPORT – FRISKNEY UNITED CHARITIES
A report was made available and will be posted on the Village Hall notice board.

APM24008 - DISTRICT COUNCILLOR’S REPORT
This past year the ELDC Councillor’s Community Grant of £2,000 was donated to the following:-

Fold Hill Community Allotment (improvement project) - £300
Eastville, Midville and New Leake Village Hall (mew blinds project) - £750
The Askefield Project (accessibility for all to install a ramp) - £500
Friskney Bowls Club (rainwater collection/storage and irrigation system) - £450

Over the past year ELDC has made representation to the Government over the funding mechanism for drainage boards.  They are lobbying the Government to find a fairer funding solution that does not impact on the precept.

We have seen the introduction of the Home Energy Advice and Retrofit Team and their dedicated vehicle.

ELDC’s Pride In Place Team has been working around the district to tidy up areas of concern.  Last summer they tidied up the overgrowth encroaching onto the pavement at Low Road corner and the pavement from Smithy Lane to opposite the pub.  They have been asked to revisit the area around Smithy Lane and remove the overgrowth on the path on Church Lane from Holland’s Farm.

Fold Hill Street Lights have been reinstated and are now awaiting reconnection to the power supply which will be undertaken by National Grid.

Community groups and rural projects across East Lindsey can now access further funding of £870,000 created by ELDC’s corporate priority reserve.

ELDC have supported a £600 rise in the fixed penalty charge for people fly-tipping in East Lindsey with effect from 13th May 2024 meaning the charge is now £1,000.  Littering offences (including dropping cigarette ends, spitting and urination) will be increased to £250, offences for household waste duty of care will be increased to £600 and graffiti and fly-posting offences will be increased to £300.

APM24009 - COUNTY COUNCILLOR’S REPORT
A new NHS Community Diagnostic Centre is being built in Skegness which will mean tests such as MRI, CT and non–obstetric ultrasound can be done locally rather than having to travel to hospitals further away.

Highways fixed 110,532 potholes in 2023, repaired 224 miles of roads, rebuilt 77 miles of footpath and cleaned 192,235 drains.  LCC have added a further £19m to the Highways budget and Government have promised £253m from the HS2 fund.  Wrights Lane will have works carried out in Q2 using the carriageway recycling scheme.  We continue to monitor Fold Hill and the Highways Officer will be in Friskney in the coming weeks.

The first grass cut of the verges takes place from 22nd April to 28th May.  Further cuts will take place from 10th June to 12th July and 2nd September to 4th October.  Two weed treatments will also take place from 15th April to 28th June and 8th July to 20th September.

The heavy rain in October saw many more properties and land flooded across the county.  Unfortunately 45 properties in my division were impacted, these were caused by a mix of river over topping and surface water flooding.  In the past 18 months we have seen 5½ft of rainfall and many fields are still sodden and will struggle to grow crops this year.  LCC have committed a further £4m to help in flood prevention around the county, this will ensure all drains are jetted regularly and kept clear, which will help in reducing surface flooding.

The Call Connect App is now available, you can now book your journey online for £2 each journey.  LCC are looking at ways to further support and encourage bus travel in Lincolnshire and are gathering resident's views to help plan further improvements as part of the latest County Views survey.
