MINUTES OF THE FRISKNEY PARISH COUNCIL MEETING
HELD AT FRISKNEY VILLAGE HALL
ON WEDNESDAY 20TH MAY 2026 AT 7.00PM

PCM26086 - APOLOGIES
Apologies were received and accepted from Cllr Downing.  Apologies were received from Dist Cllr Dickinson and M Weedon.

PCM26087 - PUBLIC FORUM
Three members of the public attended the meeting.  Two to observe and one to observe and record proceedings.

(Cllr Shaw had to leave the meeting temporarily)

PCM26088 - DECLARATIONS OF INTEREST
Cllr Twigg in respect of the Play Area and car park signs.

PCM26089 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Nothing new to report.
Eaudykes/Lenton’s Lane (P322 Southern) – Nothing new to report.
A52/Sea Lane (P335) – Footpath is difficult to walk.
Sickling Lane/3 Way Post (P336) – Nothing new to report.
Chapel Lane/Eaudykes (P337) – Weeds are long and not cut when revisited 17th May.
Church/Field Lane (P338) – Weeds are long next to the school and tarmac is crumbling more.
Beacon/Church (P339) – Footpath is good to walk on.

PCM26090 – CHAIR’S REMARKS
The Churchyard mower required repairs to the drive cable.

Howgarth Lane appears to have been completed and to a good standard

The speed indicator opposite the Village Hall is now up and running again with the help of the Clerk.  Data has been downloaded and the Clerk is trying to retrieve it in a readable format.  Action – Clerk to contact ElanCity.

PCM26091 - PREVIOUS MINUTES
The minutes from the April Parish Council Meeting were presented for approval.  These were resolved to be a true and accurate record having been proposed by Cllr Twigg and seconded by Cllr Holt.

PCM26092 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

With no contact from County Councillor Maria Hume, the Clerk offered to try and get an update on her working situation and seek suitable support from another LCC member of staff if required.  There are a few actions outstanding that require LCC input.  Action – Clerk to contact LCC.

PCM26093 - PLANNING (Appendix 2)
Ossian Offshore Wind Farm – Public consultation.
Seaways/National Grid – Replace existing overhead lines.
Askern House, Dickon Hill Road (Enforcement) – Enforcement notice issued and an appeal raised.

PCM26094 - FINANCE (Appendix 3)
The Clerk advised the meeting that T A Blackamore were unable to provide worksheets for the seven cuts that were challenged and as a result had amended their invoice excluding these cuts.  All May payments were resolved for payment having been proposed by Cllr Patrick and seconded by Cllr Holt.  Additional payments for mower repairs and car park signage were resolved for payment having been proposed by Cllr Reeves and Cllr Wood.

PCM26095 - VILLAGE HALL
The Village Hall AGM is being held after this meeting so nothing to report.

PCM26096 - PLAY AREA
Cllr Twigg confirmed the Vere Bros quote for the tarmac repairs remained at £998 + VAT and therefore works will be undertaken as soon as possible.

Additional painting materials are required for the skate ramps which Cllr Twigg will purchase from the balance of funds already approved.

A new plastic back for the rocker has been installed at no cost to the Parish Council.

Cllr Hill has received a verbal quote of £300 for maintenance on the Junior Multiplay equipment and a new bracket on the skate ramp.  A written quote is required before approval can be given.

PCM26097 - CEMETERY/CHURCHYARD
Cllr Hill was quoted £6,300 for three ashes plot and over £5,000 from another contractor.  It was resolved to accept the quote from Paul Garrill Construction in the sum of £4,300.  Action – Clerk to contact the contractor.

Cllr Smith to set a date for a site meeting to discuss the entrance to the new cemetery extension.  The Cemetery Caretaker is to be invited.

PCM26098 - ALLOTMENTS
Cllr Smith has cut the roadway to make it more accessible.

PCM26099 - CORRESPONDENCE
None received.

PCM26100 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
Nothing new to report.

PCM26101 - URGENT MATTERS
None received.

PCM26102 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 17th June 2026.  There being no other business the Parish Council meeting closed at 7:28pm.
