MINUTES OF THE FRISKNEY PARISH COUNCIL ANNUAL PARISH MEETING
HELD AT FRISKNEY VILLAGE HALL

APM26002 - APOLOGIES
Apologies were received from Cllr Downing, Dist Cllr Dickinson and M Weedon.
APM26003 – GUEST SPEAKER INTRODUCTIONS
No guest speakers were present.
APM26004 - FRISKNEY PARISH COUNCIL CHAIR’S REPORT
Thanks were given to the Parish Councillors for their support over the year. Thanks were also given to Dist Cllr Dickinson and County Councillor Hume. Further thanks were given to Matthew Weedon the P3 Co-Ordinator, Jason Brown the Churchyard Caretaker, Ian Burton the Cemetery Caretaker and Will Lenton the Litter Picker.
Actions completed this financial year include the installation of two speed indicators.
Repairs to the tarmac in the car park and line painting.
Consecration of the new cemetery extension.
Repainting of the play area equipment with special thanks to Cllr Twigg for her tireless work this year.
APM26005 - PREVIOUS MINUTES
The minutes from the last Annual Parish Meeting were presented for approval. These were resolved to be a true and accurate record having been proposed by Cllr Hill and seconded by Cllr Reeves.
APM26006 - FINANCIAL REPORT – FRISKNEY PARISH COUNCIL
The Clerk distributed the report and highlighted the main points to the attendees. There were no questions raised.
APM26007 - FINANCIAL REPORT – FRISKNEY UNITED CHARITIES
The accounts are with the Auditors but the report will be posted on the Village Hall notice board when available.
APM26008 - DISTRICT COUNCILLOR’S REPORT
The Clerk summarised a written report received from Dist Cllr Dickinson in her absence.
ELDC consulted with Greater Lincolnshire residents to help form their submission to Government for the proposal for Local Government Reorganisation. Submitted in Nov’25, the Government are expected to respond in Jul’26 and after that the shadow authority will need to be formed and councillors elected. Then the dissolution of the District and County Councils begin resulting in one tier of council above parish level. This new Unitary Council will be responsible for everything that LCC and ELDC currently manage.
The £4k Councillor Community Grant gave financial support to Eastville, Midville and New Leake Parish Council for memorial garden works, Eastville, Midville and New Leake Village Hall for broadband installation, Friskney Village Show for new parking signage, Friskney Parish Council for works to the war memorial gate, Grandma’s Pudding tearooms for the installation of a veranda, The Askefield Project for their Challenge Askefield project, Lincolnshire Wildlife Park for accessibility ramps, Friskney Parochial Church Council for foldable tables for charitable events and Friskney Village Hall for help with its upkeep.
ELDC have delivered a wealth of funding within the district through their Investment Fund (ELIF). Their Pride Essentials Scheme meant several community projects were supported by grants from £100 to £4,999 helping to improve local facilities, promote inclusion and strengthen pride in place.
ELDC continues to lobby Government for fairer funding over the Drainage Board levies. This year saw them receive monies to offset some of the costs, but ELDC and other affected councils would like to see the full costs reimbursed to ensure services are not affected.
APM26009 - COUNTY COUNCILLOR’S REPORT
No report was received.
APM26010 - OPEN FLOOR
A resident raised concerns about the overgrown hedges on Nurses Corner which has resulted in some people walking on the road. Action – Clerk agreed to contact Lentons.
Another issue raised was the Japanese Knotweed on Church Road. Action – Clerk to contact Lentons.
Fundraising has begun for two more defibrillators in the Village with offers of support received from the Friskney Show Committee and the Village Hall Committee plus a bingo in November has been arranged. The Clerk advised the resident to contact the Barley Mow who had funds set aside for a unit on their site but Covid held it up. CPR training was also offered should any group be interested.
Church Lane residents want an update on their request for a weight limit as their properties were showing signs of damage they believe is due to HGVs using the road. Cllr Smith advised that this issue was with Cnty Cllr Hume who, due to a family bereavement, had not attended recent meetings. Action – Clerk to chase LCC.
A request was made for a memorial bench in the cemetery. Cllr Smith advised this was possible at the resident’s expense and the Clerk would contact them with further details. Action – Clerk to email details.
