MINUTES OF THE FRISKNEY PARISH COUNCIL MEETING
HELD AT FRISKNEY VILLAGE HALL
ON WEDNESDAY 21ST MAY 2025 AT 7.00PM

PCM25078 - APOLOGIES
Apologies were received and accepted from Cllr Holt.  Apologies were also noted from Dist Cllr Dickinson.

PCM25079 - PUBLIC FORUM
None present.

PCM25080 - DECLARATIONS OF INTEREST
Cllr Smith and Cllr Downing in respect of Friskney United Charities.

PCM25081 - P3 FOOTPATHS
Mill Lane/Eaudykes (P322 Northern) – Footpath is dry to walk on, grass and weeds are overgrown.
Eaudykes/Lenton’s Lane (P322 Southern) – Grass is getting long, ground is dry to walk on.
A52/Sea Lane (P335) – Footpath is dry to walk on, overgrown from way post onwards.
Sickling Lane/3 Way Post (P336) – Grass and weeds are getting long.
Chapel Lane/Eaudykes (P337) – Footpath is dry, overgrown with weeds, footbridge wire repaired and grass cut.
Church/Field Lane (P338) – Brambles have been cut from the path.
Beacon/Church (P339) – Ground is dry to walk on.

PCM25082 – CHAIR’S REMARKS
Repairs and a service have been carried out on the Churchyard lawn mower at a cost of £50.

Kerbing and gravel has been laid at the War Memorial completing the refurbishment.

Poles are due to be erected by LCC for the speed indicators.

PCM25083 - PREVIOUS MINUTES
The minutes from the April Parish Council Meeting were presented for approval.  These were resolved to be a true and accurate record having been proposed by Cllr Twigg and seconded by Cllr Wood.

PCM25084 - ACTION LOG
The Clerk gave an update on the new, current and completed actions which are minuted below or within their respective topics.

PCM25085 - PLANNING (Appendix 2)
Fen View, Low Road – Revised application raised.
Fairfield, Small End – Decision pending.
Outer Dowsing Offshore Wind Farm – Decision pending.
Ossian Offshore Wind Farm – Public consultation.
Lynnwood, Burgh Road – Permission granted.
Avenue Farm, Mill Hill (Enforcement) – Occupancy of caravan.
Askern House, Dickon Hill Road (Enforcement) – Siting static caravans without planning permission.

PCM25086 - FINANCE (Appendix 3)
All May payments were resolved for payment having been proposed by Cllr Wickham and seconded by Cllr Patrick.  This included the mower repairs so the finance sheet will be amended and brought to the June meeting for sign off.

PCM25087 - VILLAGE HALL
Minster Servicing are still due to carry out the tarmac repairs/stump removal in the car park.

PCM25088 - PLAY AREA
Minster quote still pending for the play area tarmac repairs.

Repairs to the hippo rocker have been completed.

The tree nearest the rotaweb requires maintenance/removal.  Cllr Hill obtaining quotes.

Some of the gym equipment need ground works as they are becoming loose in the ground.

Cllr Reeves to organise the trimming of branches over the swings and Cllr Patrick to use cable ties on the top bar of the swings once painted.  Both actions are to try and reduce the amount of bird droppings on the equipment.

PCM25089 - CEMETERY/CHURCHYARD
Cllr Hill is still waiting for the Diocese to send a Certificate of Consecration.

The Farrow family memorial has been safely moved.

PCM25090 - ALLOTMENTS
Nothing to report.

PCM25091 - CORRESPONDENCE
Paula Dickinson and Nicola Smith have finished their term as Trustees and are willing to stand for a further four year term.  After a very brief discussion, it was resolved to approve their reappointment having been proposed by Cllr Wickham and seconded by Cllr Twigg.  Action – Clerk to notify the Charity Secretary.

A copy of a visual tree survey carried out on behalf of the M L & C M Booth Charity was circulated for information.

PCM25092 - HIGHWAYS ISSUES, REPAIRS & DEFECTS
The road markings from Greenfield Farm on to Patman’s Lane are non-existent.  Action – Clerk to report online.

Conifers on Eaudyke Road junction with the A52 obscure your view.  Action – Clerk to report online.

Lots of the road signs in the village have been cleaned by the ELDC Pride Team.

PCM25093 - URGENT MATTERS
Section 1 of the AGAR was resolved to be accurate having been proposed by Cllr Hill and seconded by Cllr Reeves.  Cllr Smith signed the form.

Section 2 of the AGAR was resolved to be accurate having been proposed by Cllr Hill and seconded by Cllr Twigg.  Cllr Smith signed the form.

PCM25094 - DATE AND TIME OF NEXT MEETING
The next Parish Council meeting will be on Wednesday 18th June 2025.  There being no other business the Parish Council meeting closed at 7:26pm.
