HELD AT FRISKNEY VILLAGE HALL

APM25002 - APOLOGIES
Apologies were received from Cllr Holt and Dist Cllr Dickinson.
APM25003 – GUEST SPEAKER INTRODUCTIONS
Cllr Smith made the appropriate introductions to the Parish Councillors.
APM25004 - FRISKNEY PARISH COUNCIL CHAIR’S REPORT
Thanks were given to the Parish Councillors for their support and welcomed William Downing as our newest Parish Councillor. Thanks were also given to Dist Cllr Dickinson and to Wendy Bowkett who recently lost her post as County Councillor. Maria Hume is our new County Councillor and it is hoped she will come to Friskney soon. Further thanks were given to Matthew Weedon the P3 Co-Ordinator, Malc Sands the Churchyard Caretaker, Ian Burton the Cemetery Caretaker and Will Lenton the Litter Picker.
Actions completed this financial year include the installation of a D-Day 80 bench and refurbishment of the war memorial area.
The CCTV system has been upgraded and two speed indicators have been purchased but are pending installation.
Trees/hedging have been planted in the cemetery extension.
The play area has had various items cleaned, painted and repaired with more work planned this coming year. Matthew Weedon has started keeping the car park tidy.
We continue to report highways issues on Fix My Street which seems to work very well.
APM25005 - PREVIOUS MINUTES
The minutes from the last Annual Parish Meeting wase presented for approval. These were resolved to be a true and accurate record having been proposed by Cllr Twigg and seconded by Cllr Hill.
APM25006 - FINANCIAL REPORT – FRISKNEY PARISH COUNCIL
The Clerk distributed the report and highlighted the main points to the attendees. There were no questions raised.
APM25007 - FINANCIAL REPORT – FRISKNEY UNITED CHARITIES
A report was made available and will be posted on the Village Hall notice board.
APM25008 - DISTRICT COUNCILLOR’S REPORT
The seasonal beach ban for dogs under the Public Space Protection Order started on 10th May and lasts until 30th September. This covers beaches in central areas of Mablethorpe, Sutton on Sea and Skegness. Dog friendly beaches include Ingoldmells Beach (South Beach, all year), Saltfleetby Theddlethorpe Dunes, Chapel St Leonards Beach, Huttoft/Moggs Eye, Winthorpe, Anderby Creek/Wolla Bank, Trusthorpe and Sandilands Beach. Skegness, Sutton on Sea and Mablethorpe beaches have secured the Blue Flag award. Skegness Paddling Pool (The Fairy Dell) is reopening on 24th May for the summer.
The Policing Minister has acknowledged the challenging and unique position in Lincolnshire and has agreed initial financial support of £5.7m. The Chief Constable and Police and Crime Commissioner will continue to engage with government for a long term solution to secure policing in Lincolnshire.
DASH Services will be hosting an online seminar on 19th June, giving landlords, agents and members of housing teams the chance to look at the latest information available on the Renters' Rights Bill. This free session lasts one hour and will take place at 10.30am.
So Festival starts in Skegness on 12th June finishing on 15th June in Mablethorpe. Details of all events for the festival can be found at https://www.sofestival.org/so-festival-2025/
Councillor’s Community Grants – Last year I had £2,000 to allocate to community projects for not for profit organisations. £950 went to Eastville, Midville and New Leake playing fields committee towards fencing and £1,050 went to Friskney Parish Council towards their speed reduction scheme. This year I have £4,000 to allocate and applications are now open. Community groups should contact me to discuss their project by emailing carleen.dickinson@e-lindsey.gov.uk or calling 01754 820890.
East Lindsey Investment Fund Now aims to be transformative. The fund prioritises investment in community development, promoting the visitor economy, business support and boosting the attractiveness of the area. This scheme is open to not-for-profit community groups, registered charities, social enterprises and town and parish councils delivering projects in East Lindsey. Grants of up to £24,999 can be applied for and the closing date for applications is 13th June.
